Notice on Further Strengthening the Covid-19 Prevention and Control of People Entering Sanya from Overseas At present, the Covid-19 broke out rapidly in many foreign countries. In order torestrain cross-border transmission and spread of the epidemic, and ensure to protect the health and safety of each citizen and inbound traveler, Sanya Municipal COVID-19 Epidemic Prevention and Control Center now announces the entry management measures as follows: I.Equal Treatment Policy All people entering Sanya from overseas (including foreigners and Chinese citizens) are required to abide by the relevant laws and regulations of the People's Republic of China and the relevant requirements of the epidemic prevention and control of Hainan and Sanya, understand and actively cooperate with Sanya’s relevantmeasures. From 00:00 on March 16th, all the people who have lived abroad in the past 14 days shall voluntarily report to the district epidemic prevention and control center of their destinations before coming to Sanya. When arriving in Sanya,please truthfully report the personal information to the staff of the airport and station, receive health detection, and apply for a Hainan health code. II.Collective Quarantine and Treatment Policy From 00:00 on March 16th, after arriving in Sanya, all people entering Sanya from overseas will be collectively quarantined and observed under the guidance of SanyaEpidemic Prevention and Control Center, with all expenses borne by themselves during quarantine. For the passengers (except those who will go to Beijing) who want to leave the island by transferring to another plane in Sanya on the same day, these passengers without medical symptoms shall be normally arranged the transfer, but they shall not leave the airport. Those with respiratory symptoms, fever, chills, fatigue, diarrhea, conjunctival congestion and other medical symptoms, will be immediately sent to the designated hospital for diagnosis and treatment. Those who do not enroll in the domestic basic medical insurance shall bear the medical expenses by themselves in principle. Those who enroll in commercial health insurance shall be paid by the commercial insurance company according to the contract. III.Strictly Implementing the Reporting System 1.For implementing the primary responsibility, all Sanya government departments, enterprises and public institutions shall comprehensively investigate and be fully aware of the entry facts of the staff, their immediate family members and cohabitants, and report to Sanya Epidemic Prevention and Control Center 24 hours in advance (the report includes: personnel basic information, time of entry, port of entry, history of overseas travel and residence, transportation used to enter Sanya, residence in Sanya, contact information, etc., the same below). 2. Those who invite, receive, or hire the people entering Sanya from overseas shall report to the Sanya Epidemic Prevention and Control Center 48 hours in advance, and take the total responsibility of management and service according to the principle of "who receives, who is responsible". 3. Hotels, B & B, house renters, etc. shall strictly register the guests and ask their recent overseas travel and residence history. Once finding any inbound travelers, they shall refuse to accept them, and immediately report to the district epidemic prevention and control center. 4.All People entering Sanya from overseas who has permanent residence, temporary residence or working unit in Sanya, are required to report to the local community (village or residence) within 2 hours after arriving in Sanya, and the community (village or residence) shall immediately report to the district epidemic prevention and control centers, and include the person into the community prevention and control system. 5.Enhance mass efforts to prevent imported cases, and strictly enforce residence management, unit and individual responsibility for epidemic prevention and control. Each community (village, residence) should implement grid service measures, and report relevant investigation to the district epidemic prevention and control center before 17:00 every day. The public may report or complain to the municipal or district epidemic prevention and control center if they find any people entering Sanya from overseas do not report or the communities or units fail to report relevant information in time. IV. Liability shall be investigated strictly in accordance with the law. All people entering Sanya from overseas are required to report relevant information. Those who delay, omit, conceal or falsely declare the epidemic-related information shall be investigated for criminal responsibility in accordance with the law, provided they cause adverse effect and consequence. V.
